THE RFID STORY

WinSport will activate a Radio Frequency Identification Device (RFID) access gate on October 1, 2016 at the bottom of the West Track Service Road at Canada Olympic Park. This was first formally announced in June of this year.

WinSport’s facilities will continue to be fully accessible from the main entrance off the Trans-Canada Highway/16th Ave, as has been the case for the past several decades.

As a proud member of the Calgary community, we wanted to be transparent and work with our valued pass-holders, tenants and those who live in our neighbouring communities throughout the entire planning and implementation process. This backstory explains the history and thought process behind installing an RFID gate at the bottom of the West Track Service Road.  

Firstly, it is important to understand the history of the West Track Service Road. This private road, which connects the top of the sliding track and the community of Cougar Ridge with the bottom of the hill, was built to move athletes and equipment to the luge and bobsleigh start houses on the hill for training and competition during the 1988 Winter Olympics.

Since the Olympics, the hill road was extended to the public for ease of access to WinSport facilities. However, traffic volume has increased exponentially as WinSport’s neighbouring communities have grown. Today, an average of 5,000 vehicles travel on the road on a daily basis, but in many cases, these vehicles are using the road as a cut-through route to the Trans-Canada Highway. The road’s infrastructure was not planned or designed to sustain this increased volume.

While the road was built as part of the original infrastructure of the 1988 Winter Olympics, WinSport has been forced to take on the continued maintenance and all necessary repairs.

WinSport is a not-for-profit organization that does not receive any government funding from any level to support our operating budget. As a result, the costs of the ongoing maintenance and road repairs to maintain the integrity of the road are understandably creating a financial challenge. It costs approximately $50,000 for annual maintenance and while the road is still safe, contractors have estimated that it would take nearly $1 million to complete required upgrades to extend the life of the road based on current traffic volume.

As a result, WinSport needs to generate the funds to properly maintain the road or risk permanently closing the road to the public.

The cost of the road access passes will be used to perform the necessary annual maintenance and improvements on the road, as well as administration costs of the program. In addition, the gate will decrease traffic, in turn, extending the life of the road and improving its safety for our lesson and camp participants, athletes and the general public.

FAQ's
What is the reason for the West Track Service Road gate and why are you charging people to use it?
The reason for this change is that the West Track Service Road infrastructure can no longer handle the increased traffic volume. As a not-for-profit organization, WinSport cannot afford to continue paying the rising cost of maintaining the road. Annual upkeep on the road is in excess of $50,000. While the road is still safe, contractors have estimated that it would take nearly $1 million to complete required upgrades to extend the life of the road given the current traffic volume.

Where exactly will the gate be located (i.e. top vs bottom of the hill)?
The gate will be located at the bottom of the West Track Service Road. The parking lot in the southeast corner of Canada’s Sports Hall of Fame, as well as the Calgary Gymnastics Centre parking lot, will still be accessible for those coming from the top of the hill. How can I obtain a road access pass?
All road access passes can be purchased online here. Passes can then be picked up from Guest Services in the Frank King Day Lodge or the Markin MacPhail Centre.
Annual pass-holders will have their road access passes loaded onto their adult membership passes. Family seasonal pass-holders’ road access passes will be loaded onto a separate RFID card from the seasonal pass, which can be shared among family members. Individual seasonal pass-holders’ road access passes will be loaded onto the same RFID card as the seasonal pass. This RFID card can be reloaded online at winsport.ca for future seasonal and/or road access use.

What happens if I misplace my road access pass?
There is a $5.00 fee for a replacement card. The misplaced pass will be cancelled at the time of replacement.

I am a member of the Performance Training Centre (PTC), do I require a road access pass?
The PTC will be fully accessible from our main entrance (Trans-Canada Highway /16th Ave.). Members may also access the park from the top of the hill by using the hill road and parking in the lot in the southeast corner of Canada’s Sports Hall of Fame and walking to the PTC. If required, PTC annual members qualify to purchase one (1) road access pass for a yearly administrative fee of $25. The access pass is valid for the current term of your Performance Training Centre annual membership. All monthly and other members can purchase road access passes at regular rates.

My spouse or partner has a pass, but I do not. Can I also get access to the West Track Service road?
Each Annual Family Membership qualifies to purchase two (2) road access passes for a yearly administrative fee of $25. PTC annual members qualify to purchase one (1) road access pass for a yearly administrative fee of $25. Season pass-holders may purchase one (1) road access pass at a cost of $90 (winter) and $60 (summer) that provides access during the applicable season.

Can I ride a bicycle down the hill?
Yes, the gate will not affect your commute on a bicycle and no gate access pass will be required.

I am part of a tour company that brings tourist coach buses to your park in the summer. Will we be able to drive up to the top of the hill without paying a fee?
Large coach buses will not be permitted to drive up the hill road as buses are too large and it is unsafe for our mountain bikers and children enrolled in lessons/camps. However, smaller tourist vans will be provided a one (1) day pass which can be obtained through Guest Services in the Frank King Day Lodge or the Markin MacPhail Centre upon presentation of valid tour operator ID.

I am a tenant at WinSport and / or user of the bobsleigh/luge track, ski jumps, and/or student at the National Sports School. Which category of pass do I fall under?
Representatives in each of these groups have received an email with information. Please contact your organizations group representative for details on the road access pass.

 
When will a pass be required to access the gate at the bottom of the West Track Service Road?
The gate will be fully operational as of October 1, 2016.

All registrants in WinSport summer camps or WinSport programs (i.e. ski and snowboard lessons, discover hockey, etc.) will be provided with a road access pass upon check-in at no extra charge. The pass will be valid for the duration of their program.

I purchased my season pass before the West Track Service Road gate announcement was made, and I do not want to pay for a road access pass?
The WinSport campus remains fully accessible from our main entrance (Trans-Canada Highway /16th Ave.). Members may also access the park from the top of the hill by using the hill road and parking in the lot in the southeast corner of Canada’s Sports Hall of Fame and walking to the hill or other areas of the park. Pass or membership refunds will align with our standard refund policy.

I use the facilities daily, but I am not a pass-holder or a member. Do I have to purchase a road pass? (i.e external program figure skating, external hockey leagues and events)

We are planning to register for WinSport skate/hockey and/or ski/snowboard lessons or Academy Clubs – do I need a pass?
Skate/Hockey
The arenas are accessible from both entrances. The players’ lot will be accessible from our main entrance (Trans-Canada Highway / 16th Ave.). The parking lot in the southeast corner of Canada’s Sports Hall of Fame is accessible from the hill road. Participants requiring access will be able to request a road access pass at no extra charge from the Performance Training Centre Guest Services. The pass will be valid for the duration of the scheduled program.
 
Ski/Snowboard Lessons
The ski hill main parking lot is accessible from our main entrance (Trans-Canada Highway 16th Ave.). The parking lot in the southeast corner of Canada’s Sports Hall of Fame is accessible from the hill road. Program participants can walk to the ski hill or take the provided shuttle to the Frank King Day Lodge. Participants requiring access will be able to request a road access pass at no extra charge from the Frank King Day Lodge Guest Services. The pass will be valid for the duration of the scheduled program.
 
Academy Clubs
The ski hill main parking lot is accessible from our main entrance (Trans-Canada Highway 16th Ave.). The parking lot in the southeast corner of Canada’s Sports Hall of Fame is accessible from the hill road. Program participants can walk to the ski hill or take the provided shuttle to the Frank King Day Lodge. Participants requiring access will be able to request a road access pass at no extra charge upon check-in of the first scheduled lesson. The pass will be valid for the duration of the scheduled program.

I am travelling to Calgary and want to visit your park. Can I drive to the top of the hill to look at the bobsleigh start around the ski jump tower?
Guests visiting the park and wanting to drive to the top can purchase a one-day road access flex pass by visiting Guest Services in the Frank King Day Lodge or the Markin MacPhail Centre.

I use the Calgary Gymnastics Centre (CGC), will I be able to access it without paying?
Facility users of the CGC will have access to the club parking lot from both entrances, so a road access pass will not be required. Signage will be in place to outline the routes in addition to our online map.
